Prof Dhuliya was a practicing journalist for over 10 years and shifted to media academics when he joined Indian Institute of Mass Communication (IIMC) as an Associate Professor in the department of Indian Information Service in 1983. Later he became Professor of Hindi journalism and joined Indira Gandhi National Open University as Professor of Communication at Education, Research & Training Unit of Electronic Media Production Centre (EMPC), IGNOU in April 2006.
Prof Dhuliya specialises in international and inter-cultural communication and his areas of interests are journalism; sociology and politics of information and news media; information strategies; and reporting and editing. He has designed a number of courses in the field of journalism and mass communication during his long tenure in media academics.
Prof Dhuliya has also worked as Head; Publications Department of the IIMC, and in that capacity has been Editor of Communicator and the Sanchar Madhyam quarterly journals of the Institute in English and Hindi respectively.
As a practicing journalist he contributed a number of articles, news analysis, editorials in newspapers and magazines of repute on media and global politics. During his entire career he has been regularly writing on contemporary political, economic and media issues in various newspapers and magazines of repute.
He authored a book in Hindi on the ideology and politics of the information revolution, and edited another book on journalism-concepts and writing process.
